What do beeps faster than the busy tone mean?

Usually I get a busy tone or engaged tone.
However, there is this number which upon calling gives a few fast beeps.

I’ve been told that fast beeps mean that the phone lines at some point leading to your target phone are too busy to handle your call. This can happen when a lot of people try to call the same number at the same time.
If the number was disconnected, a recorded voice would say so.
