Is it possible to remove plaster from a concrete wall?
It is just a skim coat, the job was not done properly and I don’t think re-skimming it will sort out the problems. It needs some sort of corner beading.
you can hack of the skim then use bonding coat which will hold up the angle bead then use finnish top coat
